
Bill Dubbs is a licensed Professional Engineer with nearly two decades of global experience in structural engineering, port planning, and maritime infrastructure. He specializes in the design, inspection, and rehabilitation of waterfront facilities, including piers, wharves, and deep foundations. Known for his leadership in complex, multi-agency projects, Bill brings expertise in seismic and structural analysis, asset management, and maritime construction support.
He serves as the U.S. Principal Representative to the PIANC Maritime Navigation Commission Working Group 224, where he contributes to international standards for fishing port planning. Bill is also an active member of several technical committees, including ASCE’s Waterfront Facilities Inspection Committee, COPRI’s Asset Management Task Committee, and the Engineer-Diver Committee of the Association of Diving Contractors International.
In addition to his technical credentials, Bill holds a U.S. Coast Guard Master license for vessels up to 100 gross tons and is certified as a commercial diver. He serves on the Board of Directors for San Diego Working Waterfront, advocating for sustainable port development and maritime commerce.
Bill is a published author in the American Society of Civil Engineers and holds a B.S. in Structural Engineering from the University of California, San Diego.
