Matthew Skokan Ph.D., S.E. - Principal, Saiful Bouquet 

Dr. Skokan is a Principal with Saiful Bouquet Structural Engineers in Pasadena, where he brings his 25+ years of experience to managing complex, large-scale, fast-paced, and technically challenging structural design projects.  Dr. Skokan is a hands-on leader with a passion for delivering innovative design solutions using a team approach for a variety of healthcare, institutional, university and commercial projects.  His expertise includes structural design for earthquake and wind loads, performance-based seismic engineering, innovative structural systems, base isolation, energy dissipation systems, non-linear structural analysis, and seismic rehabilitation of existing buildings.

 

Dr. Skokan received his Bachelors, Masters and PhD degrees from UCLA and is a licensed Structural and Civil Engineer in the state of California.  Dr. Skokan is active in the structural engineering community serving on local, state, and national committees that develop guidelines for seismic design of new and existing buildings.  He has published and presented nationally and internationally on the design and analysis of structural systems and has been involved in the design of several award-winning projects.

 

Robert Randall S.E. - Principal, Saiful Bouquet Structural Engineers

Mr. Robert Randall is responsible for the management of Saiful Bouquet’s San Diego office. He has built a professional career over 29 years in structural design for new buildings, seismic evaluation and seismic retrofit/strengthening for diverse types of projects and clientele. In over 24 years with Saiful Bouquet, he has been an integral part of the growth and success of the firm incorporating his special expertise in structural design for institutional, K-12, community college, higher education, commercial, retail, public/civic and aviation projects. He has expertise in seismic evaluation and rehabilitation of existing buildings including adaptive reuse structures, analysis and design related to earthquake dynamics, along with seismic risk and safety analysis. 

 

Mr. Randall has a degree in Architectural Engineering from Cal Poly San Luis Obispo and is a licensed Structural and Civil Engineer in the state of California. His success in dealing with intricate structural solutions for both new and existing buildings is reflected in his strong repeat client base, where he is always in demand for complex projects requiring innovative solutions.

 

This seminar will provide an overall understanding of seismic retrofit and adaptive reuse of existing buildings.  Topics covered will include a discussion of the following:

  1. Building code requirements, including seismic strengthening triggers and government mandates,
  2. Types of buildings at risk of severe damage or collapse,
  3. Case studies showing the practical application of seismic retrofit and adaptive reuse techniques.

Case studies will provide examples of the use of fiber reinforced polymers, shotcrete walls, buckling restrained braced frames, foundation strengthening and viscous dampers to retrofit existing buildings.  One case study will focus on the seismic retrofit of a 30-story mixed-use steel building located in downtown San Francisco that offered a unique opportunity to implement a comprehensive performance-based seismic evaluation, including a full-scale laboratory-testing program and an extensive series of non-linear response history analyses.  A strengthening scheme was developed that addressed the significant seismic deficiencies using fluid viscous dampers and connection strengthening.
